Two other surveys – BDO and the CIPD - were not as optimistic believing that the economy was still looking fragile. Hopefully the CBI findings are found to be more accurate than those from the other two bodies.

The EU has more than 23m unemployed. The EU commission says that any budgetary cuts need to be ‘smart’ otherwise they will harm enterprise and training. The Summit aims to emphasise growth and ‘smart’ budget discipline at its planned meeting this week.

Most EU countries are expected to sign a new budget treaty which wants closer co-operation on budgetary policy. There is inevitable wrangling from non-eurozone countries regarding their influence and involvement in the negotiations. The UK is not involved in signing the proposed treaty.

Whether anything positive comes from the summit remains to be seen.

It’s thought that it’s only a matter of time before the Chinese currency replaces the US dollar as the world’s reserve currency. The move to making the Yuan an international currency has evolved with the growing strength of China’s trading and the weakening of the US dollar. China has built up trillions of dollars in reserves but with the falling value of the dollar Chinese policy makers are looking at floating the Yuan. This will not result in a flood of the currency but a gradual change. You need only look at the change from Sterling to the US dollar as the international reserve currency which took from around 1870 to the 1930s. It is a form or recognition of handing over from the old guard to the new one.

George Osborne wants a piece of the action for London which is in a strong position to handle the transition. And who wouldn’t want a piece of the action when analysts are expecting Yuan deposits in Hong Kong to quadruple in the next 12 months to $340bn.

Inevitably, the transition won’t be quick nor without consequences. Watch this space. It is an interesting development in the continuing rise and rise of China on the world stage.

A multi-million pound investment plan is due to be announced this week by the UK government. 40 projects have been targeted including road and rail schemes for the North as well as improvements to the M25, M3 and M56. It is thought that £30bn will come from a new arrangement being put in place to allow private pension schemes to invest in infrastructure.

The Chancellor will announce a plan releasing up to £40bn for loans to businesses whose turnover is less than £50m. The government will underwrite banks’ borrowing thus allowing cheaper loans.

A new CBI report wants the UK to match by 2020, the EU’s average export figure of one in four small to medium business exporting. It said that the government should aim to lift net exports from -2.4% in 2010 to 2.5% by 2016. This means that exports need to rise from 29% GDP to 36% in 2016. The report has criticised SME’s for not exploiting the opportunities in the BRIC countries and other emerging countries such as South Korea, Indonesia and Turkey. It went on to say that the UK has been a great trading nation in the past and it must become so again. To assist SME’s the CBI has suggested that the government finance must be made easier to encourage exports.

The Prime Minister has vowed that an “all out mission” to kick start the infrastructure to revive the economy.

The PM urged people to be optimistic as there was growing trade in China, India and emerging markets. He welcomed BT’s announcement that it will complete its roll out of superfast broadband by 2014. Not only will this require 500 engineers but assist in the UK communication globally.

Although the service sector activity fell last month, surprisingly a Purchasing Managers’ Survey found that business confidence was at its highest level since May.

There are business opportunities but more and more quality translation is required to help sell your message and protect your contractual or licensing rights.
